The Client, an international financial institution and multilateral agency that provides loans and grants to the governments of low- and middle-income countries to pursue capital projects needed assistance to attract private sector participation for waterways transportation in a metropolitan city in India. They wanted to decongest the Metropolitan area and the map production/consumption zone in the state through one of its chief river sources and create a suitable financing mechanism for an effective PP Model.
The study for the Agency included the development of the following:
Identifying the production/consumption zones in the state, and analyse vehicle movements through roadways
Analysing the feasibility of identified RO-RO points- infrastructure, approach road connectivity, and land availability
Conducting Stakeholder Interview government departments, govt finance corporations, public and private sector banks, and private RORO operators
Performing reference benchmarking of other country’s similar projects, successful PP Models and understand need of the private sectors from an operational perspective
Conducting market assessment and a profitability analysis for the RO-RO players
Onboarding government institutions for PP Models
Designing financial mechanism for RORO pilot implementation
